Bring to boil on high heat then reduce heat and simmer for 12 to 15 minutes. Drain, but reserve 1 cup of liquid. Combine cracker crumbs, minced onion, minced garlic, black pepper and green pepper. Grease casserole dish . Alternate layers of carrots and dry ingredients in casserole dish. Pour reserved carrot liquid over the casserole. Pour melted butter over mixture and cover with shredded cheese (optional). Bake covered in a 375 F preheated oven for 20 to 30 minutes until cheese melts and casserole is heated though. Serve
